The explaination is following:

The best answer for this question will begin with and because the phrase the chilling effects is that last of three parallel elements in a list, which should follow the form “X, Y , and Z.” A and E are incorrect because as well as cannot replace and in such a list.

Any body can tell the difference between "and" and "as well as". GEMJ asked the question before but I couldn't find the answer.

I am not sure the reason is that "as well as"  is only used to list two things.
