请教~单复数指代问题~

用 it, its, they, them, their 进行指代的话，若句子中出现了多个可能被指代的名词，则会指代不明。我想问一下，这个可不可以根据单复数进行判断？比如句中出现了多个名词，但是只有一个是单数，则it 不会指代不明？还是即使只有一个单数名词，还是存在指代不明的问题？
可能有点抽象。。。
比如说，这个manhattan里面的句子：
It would hardly be fair for the meatpacking industry to blameregulators for the harm that it has inflicted upon itself in thesub-prime meat sector.
这个是正确的，解释里说it指代 industry。但句中同时也出现了regulators，但是是复数，所以可以判断指的是industry （还是通过别的断的？）
OG12 的101题，有个错误选项是：
An executive who is heavily committed to a course of action is likely to miss or misinterpret signs of incipient trouble when they do appear, especially if it has worked well in the past.
解释是：The reference for the pronoun it is unclear because many nouns have intervened between the appearance of the logical referent (course of action) and it. 句子中it可指代很多名词，无法明确判断it指的是course of action.
但既然it是单数，句子中的单数名词也只有course of action 和一个 incipient trouble。那如果去掉句中的incipient trouble，这个指代还是不清楚么？就是如果句子变成
An executive who is heavily committed to a course of action is likely to miss or misinterpret signs ~~of incipient trouble~~ when they do appear, especially if it has worked well in the past.
这样还是存在指代不明的问题么？
好像说的有点麻烦。。。不过指代的问题实在有点不明白！！！请NN解答！！

可以通过单复数进行判断，OG101中的错误选项错的原因有两个，一个是it与其指代的名词距离过远，一个是两者之间出现了可能导致歧义的其他名词，像LZ那样改善句子之后的确比原句好了很多，但是it和course of action的距离仍然原了些，不能说错误，但还是不如101中的正确句子。

这个it是对的因为前面只有一个单数的industry，一一对应了，如果还有别的单数名词肯定会出现ambiguous。这点OG里出现过很多，通过代词对应可以排除错误选项。

OG12 SC101
这个我也说不好去掉了可不可以，a course of action中，it是不是可以指course又可以指action呢？
