这些人在earlier in the year就担心过了，所以过去完成时应该没有问题

不过，这道题主要考的是从句动词平行结构，economy will avoid X that... and (instead) come in for a Y.
用这个思路，B就可以排除，因为rather是副词不是连词，所以不能直接连动词.当然，B里的what也不对。

不过，我不是很理解OG解释里的 economy will avoid X that... and instead (will understood) come ...中的 will understood是什么意思。哪位NN可以给解释一下？

就是说will可以省略。因为不影响大家的理解。OG里的可以省略的那些个助动词，动词等等都是些understood的
