我知道比较的是production，所以这边不需要 less than that of the 1978 harvast对吗
那如果是比较两个国家的产量是不是就应该用 less than that of the 1978 harvast in uk?

And in A-less than those of the 1978 harvest, those refers to the tons of 1978 harvest, equals to "the tons of 1978 harvest of the 1978 harvest", which is redundant. The key point of this question is to understand what 'those'' refers to.
