我觉得，E 就说了sth ethnical的人掩盖自己的政治观念，为的是不想权力被重新分配。也就是说，是保护他们自己→sth ethnical的人得益，没有受胁。显然不是strengthen, 而是weaken。不知道我的理解对不？
