关于and加逗号的用法

答案是D，想请问下同学们and加逗号，在这是什么用法？谢谢了

and后面有逗号是因为and想连接动词的平行就是impose 但是有一个算是插入语的成分？if。。。所以and后面的逗号实际应该是和插入语结合的。。跟and 无关吧
and前面的逗号我印象中应该是加不加都行 manhattan里好像说过 and 前面的逗号是可加可不加。。
个人意见等NN来解释

and 后面的逗号是因为 if。。。的插入，要隔开所以加了逗号， and 前面的逗号应该是要加的把，A do B， do C ，（我觉得这个逗号是不能省的啊） and do D。

这里and后面的逗号是因为有if从句做插入语。
