Choice B introduces the pronoun they without an antecedent.Furthermore, the use of have in B and E and of has in D illogically suggests that the community possesses 49% of all the household incomes below the poverty line.(体会歧义是怎么被这帮鬼子弄出来的)

还是不明白D为何不对。。。

D是community has 49%的household incomes；而C是household incomes的49%，意思发生改变
