以上是官方对c的解释，我对其中说的c没有体现出比较表示理解，但是我不太明白最后一句是什么意思。。。A 不也是impact on吗？
另外，A 我之所以排除是因为只有一个as。。。。不应该是as。。。as 的结构吗？（我之前用这点排除过很多选项啊==）
a意思是说管理决策也至少和前面的那些个因素一样重要吗？
