答案D，我觉得D中补出can比E要好，但我觉得D中的and at a lower cost没有并列的对象，而E中的and to cost less 跟 to deliver并列没问题。所以是不是应该选E呢，谁能解答一下，谢谢！

我感觉e修改了原句意思。原句的意思应该如d所述，以更低的成本deliver a heavier load of instruments。所以d是不是补全后应该是---------and the newly developed jumbo rocket will be able to deliver a heavier load of instruments into orbit at a lower cost than the space shuttle can.不过等于又要把前面说过的再说一遍，意思实在太累赘，所以省略了很多。
e的意思是rocket will be able to cost less.这句话是与rocket will be able to deliver a heavier load of instruments并列。
个人意见，欢迎指正！

答案我认为选D没错，E的比较对象明显的不正确。
按照ecsniffer所说，那than是服务与heavier还是lower呢？
如果E中补出can, 我觉得E比D好，因为没有歧义的情况下，动词应该优于名词的表达。
