答案是a，但是establish前有also，前面却无主句动词，难道不是sentence fragment 吗？还有e究竟为什么不对，解析还是看不懂

lz能把解析贴上来吗？首先also不是conjunction word是副词，所以不存在sentence fragment的问题。
E我觉得错在改变了原文的意思，原文的重点是这个act of congress established XXX;E选项把主要动词变成了分词。
