说一下我的理解，供楼主参考：
这句话的结构是African American soldiers were awarded the Congressional Medal of Honor..(插入语)..in ....

我一开始做的时候不知到award 的idiom是什么样的，不过不影响做这道题。
1.the nation’s highest military award 显然是插入语，前面有逗号，后面也要有逗号，排除BD
2.A中which was long overdue in中的which指代不明，感觉是指代Medal of Honor，从句意角度来讲是错误的。排除A
3. C选项中which was the nation’s highest military award没有什么问题，但是longoverdue in...就变成了定语修饰Medal of Honor，意思错误，排除。
4.E的结构是be awarded sth in some aspect, 就是在xx方面被奖励了sth。E无错误，是正确选项
