（1） 回答楼主，对于像是rules, laws等表示法律规定的词语，后面是一般要加ving表示内容的，这里用requiring后面直接+n就可以了，而用了that后面就是要加句子，所以会说that 比较wordy 并不是说ing 就比that 修饰对象好
（2） s+ving+v o, 可以排除的是ving 不会引起修饰歧义，就是修饰的s， 但是一般情况下会认为that 的定语从句是要比ving的修饰要明确
