这题选A。E在PREP上的解释是介词短语修饰对象错误。。。不明白怎么错误了。。

另外介词短语放句首是修饰的与它紧密连接的主语部分，即the government 。但是语义上讲不通，应该是修饰predict才对。即 government predicts 是为了consumers and businesses 着想。希望这样讲对你有帮助。

原句结构是：

the government +predicts that , (for....) , the cuts will reduce costs, though......................

===》主语：government
谓语：predict 引导宾从：the cuts reduce costs
状语：though....

那么这个for是哪里来的呢

根据语义,‘政府预言 FCC的 rate cuts将会在很大程度上减少打出大量长途电话的顾客或商业的开支（costs)"
这个for 是cost 自带的，cost for ,表示“。。。的花费”，介词短语做定语，这里面前置了。

E选项中，讲for 放在句首，相当于整个句子的状语，主语是government, 修饰government的动作，因此修饰对象发生改变。
而且，GMAT语法中，for不表示目的。
