说下我的个人理解吧~ 由于and后面【, after some preliminary air drying or sun drying , 】是一个插入成分，如果and前面没有逗号，句子就变成了【....... , but .... to form the mud or clay into bricks and , ...... , to lay them ..... 】 这样的句子看起来很奇怪对不对~ 【to lay them....】就跟前面的隔开了，句子意思就不清晰了（比如to lay them ... 这个变成了不定式表目的而不是文段想表达的method的具体内容了） 就是那个插入语导致在and前加了一个逗号，让句子表意清晰的

后半句是【to form and to lay】这两个to do的并列，这肯定是没有问题的。and前面那个逗号的出现，是因为后半句关于这个【平行结构】的结构稍显复杂，出现个and来使得句子更清晰。就如同以下这个情况： The woman who kissed me yesterday and who gave birth to me is my mom. 这个句子涉及两个定语从句的并列，但是两个定语从句都很短，很好辨认出平行。 换一下：The woman who kissed me and hugged me at the end of the meeting conducted yesterday, and who gave birth to me is my mom. 如果没有那个逗号，依旧是两个定语的并列，但是第一个定语太长了，可能会让人不好识别出第二个定语。因此，and前面出现个逗号，去为了更清晰句子的层次。也就是说那个and单纯地就是为了【截开平行项（尤其是平行项特别长的时候），来使得表意清晰】。
那这道题，and后面还涉及了一个【after some preliminary air drying or sun drying】。而这个插入语的出现，使得第二个平行项【to lay】延后出现了。同时，这个插入语的出现又必须随之引入了两个逗号，使得第二个平行项变得比较复杂了。这个时候，在and前头出现个逗号，就是为了告诉读者【后头应该有个平行项，你要去抓一下to lay。去expect such a parallelism element】。
