这个正确答案是B，那么that修饰的是a group，后面的单词用的是单数形式,includes

A of B形式，that/which可以修饰A或者B，具体看后面定语从句的动词的逻辑意思

当主语是 a group of a body of a collection of a series of 或 an array of 的时候，谓语动词用单数，强调整体。所以that 前置词（a group of New World tropical birds）视为单数，谓语动词是单数也自然没问题。
