麻烦同学一下，请教一个语法问题

就是，that引导的定语从句,根据就近修饰原则，要是不能修饰最近的这个名词，则该定语从句必定属于错误选项，有的时候就根本不需要考虑就近修饰原则，定语从句可以跳跃修饰更前面的某一个名词，根据单复数搭配和逻辑关系来寻找修饰的这个名词。为什么会这样呢？希望哪位好心人能帮小弟解答一下，实在很困惑。

比如THAT后面的修饰成分,既可以修饰前面也可以后面:

Byron possessed powers of observation that would have made him a great anthropologist and that makes his letters as a group the rival of the best novels of the time.
that...and that.....两个定语从句跳过obovservation修饰了powers名词，这种情况下虽然that没有就近修饰名词observation,但是这种n. of n.跳跃过名词修饰前面名词时允许的。所以that根据逻辑判断,可以跳跃修饰。

但是我在白勇p82页上看到一道题目it is possible that Native Americans originally migrated over a brisge of land to the Western Hemisphere that once existed between Siberia and Alaska.这里说定语从句that once existed between Siberia and Alaska 就近修饰名词Western Hemishpere,逻辑意思不合理。那为什么不能跳跃修饰land呢？为什么不满足就近修饰就要算错呢？

我觉得that修饰的是observation,因为是这个观察让他。。。powers of和number of差不多应该表示数量的吧

后面的that makes也可以看出来修饰的是单数，所以没有跳跃修饰。

OG中说的that,一般都是就近指代，所以有出现歧义的情况

整个句子都是过去时，怎么可以用一般现在时"makes"呢？？
