今天早上看到了这篇逻辑，全文如下：
Kernlandimposes a high tariff o the export of unprocessed cashew nuts in order toensure that the nuts are sold to domestic processing plants. If the tariff were lifted and unprocessed cashew were sold at world market prices, more farmerscould profit by growing cashews. However, since all the processing plants arein urban areas, removing the tariff would seriously hamper the government’seffort to reduce urban unemployment over the next five years.
遇到了一个问题，前面说的是 a tariff,后面的是 the tariff were lifted. tariff作为可数名词后面应该是要加s的，这里是GWD的版本出现了疏忽还是有什么讲究，请大家指出。
