E. at which
答案是C，，为什么D不行呢？是因为后半句不缺少成份吗所以不用WHAT？请高人帮忙透彻分析下

前面已经有price啦，that 指代price
three times the price that the drug's maker charges…~
what没有必要啊= =不知道我这么说你清不清楚 = =~

"what...charges" can already refer the price, while U add of"before what --->illogically suggest the price of a price

PS： <What> caused the accident is still a complete mystery--<The reasons that> caused....mystery(what->The noun that )
thus the what clause can already refer to a noun.
