Does my friend has a chance to go to UT with Toefl 227 and Twe 4.5?

He has applied the department of industrial microbiology in Scabor.. campus. Is it hard to enroll that faculty? If you know, please tell me ASAP. Thanks in advance

is it possible that he sends the documents first, and then he tries to send the TOEFL score later or before the new semester starts?

迟些教是没问题的，但不能太迟了，迟过deadline的话就要和学校解释一下了.
