答案是B，而我选的是A，后来看了一下，是因为COSTS是要用复数形式的，所以A选项的It was就不能选吗？那如果A选项是They were，还能不能选A呢？

问题不是在于COSTS，那个Portion指的是Half of the spending里的half。

这里commas后面类似于同谓语，是在说明前面的那个那个costs
