答案选D，可是我在新东方上课的时候，老师说过语法中出现 for sb....,to do 都是错误的，这里D不就是这个形式吗？这个D的it指的是什么啊？看不懂这句话额

D：it指代to hold，屬於PLACEHOLDER用法，即形式賓語

Meaning：由於受到1993年通過法律的影響，對於美國公民來說，以b或者c的形式持有黃金是違法的，並將會被監禁。因而新移民發現，剛到美國他們就要繳交身上所有的黃金。
