PREP SC No.69 关于intent of sth及intent to do sth

遇到69题时，

还是不太理解，就查了google，结果如下：

感觉都是没有动词的，但是都用了intent to这样的用法。。。

那位能够进一步解释什么时候用intent of sth? 什么时候用 intent to do sth?
