(A) fund, with the intention to sustain the state’s economy after the exhaustion of its oil reserves.
(C) fund intended to sustain the state’s economy after oil reserves are exhausted.

intend和sustain的逻辑主语为什么不可以是Alaska

好比，北京政府设立某个基金，是为了维持经济稳步增长难道逻辑主语是基金，不是北京？

物不能主动发出动作~~~ alaska officers就可以作为 intend 或者sustain的逻辑主语了~

版主的解释的同意。可是基金怎么维持啊，也需要Officer啊
在两个逻辑主语都不完美的情况下，我就选了北京，毕竟我们经常这么说啊，比如，北京要有大动作了，中国崛起了
