刘振民语法改错，主谓一致里的一题求解！

Efforts to equalize the funds available to school districts，a major goal of education reformers and many states in the 1970‘s have not significantly reduced the gap exists between the richest and poorest districts.
他说这句话的主语是efforts而不是a major goal，请问这是如何看出来的？

还有一个疑问是og上说about不能跟clause，这是什么意思？i want to talk about what we will do next week这后面跟的是clause吗？

虽然我通过理解句子可以知道reduce这个动作肯定是effort做的但是我觉得这样很不严谨。。。
