答案是e。我选了c。
解释说c错是因为缺少连词；
但是e就不缺少连词了么？
而且是3者的并列么？还是说is owned是修饰前边的eight units?

c中no commercial space与fewer than eight units并列，都是在with之后，而第三项，is owned与ny city 后面那个is并列。是两层并列，所以第一项第二项之间需要联词。

C还有个问题是逻辑，先说no commercial space，然后说is owned by individual，这个根本就不make sense.
类比：
This library is for college students and scholars, and it has no public access.
这句话你就不能写成：
This library has no public access, and it is for college students and scholars.

句子主干：

平行的成分是：
has ____
is _____
has ____

只需要在第3项前面加"and"
A, B, and C
