记得当时大家讨论的结果E。 可我记得OG中说to....from...是错的，应该是from...to.... 。  A中which语法上模糊会造成歧义，可逻辑上很清楚是指market的。 两个都有问题，哪个更好呢？

in my idea, normally "from ... to ..." is definitely better than "to ... from ..."

But here, a little different, it is "increase to" or "from 6% increase to 10%" then probably you can use the form of "increase to 10% from 6%"
