但是就是弄不明白为什么在ONCE THEY HAD SEEN THE REPORT.....后的主句要用过去完成时态，不能用过去时么？

版主，我不知道是不是理解你的意思有误哈。。。既然你知道E是对的，也知道应该用过去式，那had no doubt.....不就是你要的答案吗？？？没有用过去完成时啊。。。

是你不仔细哦。。主句中had no doubt 本来就是have no doubt的过去时态啊。。不要看到HAD就以为是过去完成时啦！

翻译：
一看到医学检验员的报告，调查人员就确信河里发现的尸体是那个试图从国家监狱里逃跑的人的。
关于时态：
原句分为两个分句，由逗号隔开。前分句说看到报告，用had seen过去完成时；后分句说调查人员确信，用had一般过去式。过去完成时表示发生在过去之前，要同过去时间相比较才可以用。此处表示“看到报告”发生在“调查人员确信”之前。
感觉楼主看错了，had no doubt是一般过去式，不是过去完成时。
