题中with部分做的是修饰语修是compliance，粉色部分结构复杂，不知道是何用法啊。。。

doing在句尾，表示与文中动词同时发生的动作，做伴随吧。其他用法都是明显错误的。that , to ..

主干是compliance with laws protect(s) turtle 这里应该用第三人称单数，所以A错了
requiring..... 作分词修饰law的。
turtle-excluder devices be on shrimp nets
是require的宾语从句。
