关于Ron 2015-12-03 SC视频中逻辑主语的疑问。

在视频1:01:00的时候，Ron说E错，是因为spending的逻辑主语是plans，不符合逻辑。
而正确的D选项里，spending的逻辑主语是doctors，这个我就不理解了。
因为D选项里，and 前后是that从句两个并列的谓语“plans that impose stricter limits on medical services, require doctors to see more patients”可以还原成两个句子：
1、plans impose stricter limits on medical services.
2、plans require doctors to see more patients.
那如果spending是修饰句子2，那逻辑主语应该还是plans啊，怎么会是doctors？comma+ing应该是修饰前面整个句子的谓语，那就是修饰require，也不能修饰to see啊。
