I have two questions: 1. Why C is wrong? 2. I don't think "project" is synonym of "estimate". But in E, ETS replaces the fomer with the latter. Why? Facing to such problems, how can we make proper choice?

C，意思成本被计划是10%；by the end后面用一般时不对；sb's cost of doing -->cost to sb. of doing

E，意思据估计成本是10%；

换词是很正常的，有的时候，甚至把其他四个选项的某些词全部省掉了，却也是对的。正确选项和其他选项之间没有必然联系的。
