B. rules with the intent of ensurinng one nurse at least to be assigned for every four patients to be put through tagein a hospital emergency room
C. with the intent of ensuring that at lease one nurse should be assigned for every four patients in a hospital emergency room that are put through triage
这题选A。。。可我一上来就锁定了C。。。给出的解释是第二个rules是第一个的同位语。。我就彪了。。。就算是同位语也不应该两个rules啊。。请大牛快现身阿。。拜。。。

对于C选项：
1. with the intent有修饰that would set minimum staffing levels for nurses的歧义.
2. ensuring that后面不用should + be. 直接加verb.
3. put through triage修饰patients，对比之下A里面put through triage 直接放在patients 后面可以省去that are，更简洁。
对于同位语，完全可以是同一个词，只要两者附加修饰的内容不同，解释了rules的两个方面。
