事实是有些 做宾语从句引导词that被省略了。prep 320里有两例，这里又是一例。

我补充 say之后也可以省，我暂时没想到为什么。。。

恩，有可能...google上倒是有例子，是一本书里的，不过不知道gmat中怎么用(暂时没有在书里看到正式文体倾向于省略的说法)..."felt that this was the best arrangement and those who

            that their brothers or sisters would live in out-of-home settings or with other relatives "。

另外LDOCE里总是在有些v.+that结构里把that两边加上括号（略查了几个:say, announce, hope, believe, anticipate, expect, indicate,think, know,tell somebody(be told), understand, see, hear, note, concede），而有些有没有(如mandate).个人猜想跟GMAT中宾语从句引导词的省略有关.
