As the technology and changing social needs render more and more job obsolete, who is responsible for helping displaced workers adjust? While individuals have primary responsibility for learning new skills and finding new jobs, governments and companies have some obligation

There has been a growing concern about whether individuals should take primary responsibility for learning new skills and finding new jobs as technology and changing social needs render more and more job obsoletes. Some people may agree that people ought to be responsible for such changes, while others are against it. As far as I am concerned, I think that although no one can deny the truth that although those persons should take efforts to adapt to times of rapid change, both government and companies also have some obligation to provide them the means of doing so because government and industry have the responsibility and resources to help people in need of assistance ,and will benefit from helping them as well.


First, it is one of the most important government’s duties to help citizen in trouble. In the same time, as taxpayers, citizens, no matter wheter they are rich or poor, have rights to get help from government. The purpose of the government is to serve for the public, including providing aid to those displace workers.  If the function of government is just to take money from taxpayers, there is no need for such government to exist. Meanwhile, companies poccess not only economic responsibility to hire people to maximize profits but also social responsibility to help the staff adjust to technology and needs change . Times change so quickly that it is easy to understand that sometimes individuals are not able to keep up with the trend of development. Once such things happen, companies do nothing but leave those employees alone. These firms never want to take corresponding social responsibility.

Second, government and enterprises have abilities and resources to help people learn new skills and find new work. It is partly government money that fuels technological progress in industry. So, government can provide educational fund or loans for individuals who need further education. Meanwhile, government can observe and record trends in worker displacement , in job opportunities and in technology development and supply this information to individuals so that they can make sensible and careful decision about their own further education and job researches. As for companies, it is easier to help their employees. Companies know almost everything in their industry. They can  provide the most excellent teachers and courses without asking for any help. With companies aid, employees do not need to go out of their company or spend extra money to learn the newest technology in industry. Assistance that government and companies provide benefit themselves as well as people who need help.

Finally, for government, if it solves people’s problems of finding jobs by offering their opportunities of education, it does not have to face subsequent problems, for example, unemployment benefit and worsening economic recession. For companies, in doing so, they gain reputation for social responsibility that often help them become more successful in the future. In fact, it is the degree to which companies fulfill social responsibility rather than economic gain that arouse people’s sense of identification. Families, communities and countries always hope companies to bring jobs and economic benefits to them in the long term and share the achievement together, but not leave them a lot of problems after earning their money. History is replete with examples. In order to make more money, BP took irresponsible drilling operation in Gulf of Mexico so that it caused oil leak disaster ,destroying one of the most beatiful beaches in the world. In this case, it is obvious that no matter how much money it bring to its shareholders, no one would  really like a company which prefers economic gain to social responsibility.

To sum up, for preceding reason, we can safely draw a conclusion that government and business are responsible and able to help displaced workers. Moreover,in this way, they will earn more than they spend.
