关于OG的几个小题的不理解，坐等牛人

各位CD的语法牛人们，我初看OG,但是看完解释之后，关于一下几道题目，死活都不知道为什么答案会这么解释，所以特意发帖子希望征得一些高手的点拨：

为什么答案 D 中的过去完成时态不行呢？很明显，那个ICE SHEETS 存在的时间是LOUIS AGASSIZ在1837 的propose之前啊？

73. Appear to 和appear as有什么具体区别么？莫非只能从equip的时态来判定?

B. reduced the phosphate amount that municipalities had been dumping

这个题目，我也可以这样理解：那个1972年的agreement停止了以前（1972年以前）的政府允许DUMPING，那么那个政府的had been allowed就发生在1972年以前，所以就应该用过去完成时态啊？我的理解错误在哪呢？

希望各位牛人不吝啬来教导一下小弟。可能我犯的错误比较低级，但是大家只管提出就是了，就此谢过了！

70题科学家陈述一个发生的过去的事实，一般不用过去完成时吧，因为这里并不强调事件发生的先后顺序。此外，D有个逻辑错误，过去的ice sheet不能存在于现在的temperate areas. “某个地方，这个地方现在是temperate area"比较合理

70题。。科学事实用一般现在是。

72题。。如果没有继续dump的话，有什么好reduce的呢？直接说禁止dump就好了嘛。 reduced the amount of phosphates that municipalities had been allowed to dump过去已经倒掉了，是个已经发生过的事实，如何去reduce？要reduce只能reduce未来dump的量。
