我想问关于定语丛句修饰问题，到底离先行词多远就算是会出现错误？
如43. Laos has a land area about the same as Great Britain but only four million in population, where many are members of hill tribes ensconced in the virtually inaccessible mountain valleys of the north.
(A) about the same as Great Britain but only four million in population, where many
不说其他选项，就说A。官方说where is an inappropriate referent to population, 就是说Great Britian 离where太远了。本来where是要指代Great Britian.结果因为离得远了所以错误。

那我的问题就是我用同样的思路（定语修饰）做了下面这道题，为啥就错了？

那个that逻辑上说要指代emotional reactions但是这个不和上面那道题是同一个错误吗？that 放在了 an individual后面不就和emotional reactions隔开了吗？与上面那个错误应该一样呀！！！（上面那道题：Great Britain but only four million in population, where）
可为啥这个A就对了？？？
谁能告诉我到底什条件或情况就会造成定语从句修饰不对？
