216题，and so too are modems是倒装句，正确语序应该是modems are so too。
因为前面讲到了computer，为了强调modems也是一样，所以倒装。

so as to 所修饰的逻辑主语应该与to后动词的逻辑主语相一致。所以使用的时候常常有许多限制。
so that则没有这些限制。b中so as to是作为状语修饰provide的。逻辑主语为employer。不符合原文意思。
个人拙见。

"so as to" V.S. "so that"！！！
