Percentage and Numbers

Golden Rule:

Decreased precentage doesn't mean decreased numbers if the total base number increases significantly.

我想问的是，D里面说的是总的人数增加，但是并没有说move到佛罗里达的增加，并不能seriously weaken啊。。。

has decreased by three percentage points over the past ten years

这句话中我们是否可以看成：
（the people who moved from one state to Floria when they retired）/（the people who moved from one state to another when they retired）
这个percentage 在减少，如果分母significantly 变得很大，那么分子是不是也会变大？
那就 weaken 了
