这题选了C，大概是were应该改为was，不过想请问in addtion 和 add to具体用起来有啥区别呢？什么时候用什么？

in addition to 是表示“除了。。。”在这里正和语义，除了要加工资外，还要改善退休福利，added to在这里应该是作为状语前置修饰主语，而这种用法是完全不合逻辑的
