为什么选E，E选项主语不是Indications嘛是复数，而它后面用了被动词is，不是矛盾吗？ C为什么不可以？

E的主语并不是indications而是the rate, 此句用的是一个倒装。
C中的the rate后面的at which错了， at which 是where的意思，不能修饰rate
