关于伴随状语结构的一个小问题----急！！！

对于答案我没有异议，我只是想知道如我选的答案中，把with引导的同位语和之后of介词短语的逗号去掉后在语法上有什么错误？比如：

Sth1 is Sth2 of介短 of介短. 与 Sth1 is Sth2, of介短, of介短. 的区别？两个介词短语的指代有什么变化？

还有就是had been可以做过去分词么？？

这道题我也很困惑，但我觉得不是scale的介词搭配问题，而是后面分词结构修饰scale的含义是什么。
OG上对不能用of more than 75 carefully engineered structures的解释是it suggests that the scale is made up of structures, rather than uses(汗，这里为什么用了uses而不是use？) the structures as an example of the settlements' grand scale
但是of不是也有将整个短语形容词的化的用法吗？用在这里单纯地修饰这个scale大到75个多的structures不可以吗？
