请问all the 和all of the由什么区别，如何使用？

第二个问题
白勇给出的解释说all可能修饰the nation（最靠近修饰语的名词）, 也可修可修饰50busiest airports（逻辑上应该被修饰的），有歧义？
还有这句话：In A.D.391, resulting from the destruction of the largest library of the ancient world at Alexandria,...
白勇also解释说介词短语at Alexandria可以修饰the largest library（逻辑上应该被修饰的），也可以修饰the ancient world（最靠近修饰语的名词短语），使句子产生歧义。
所以可以这样理解吗？如果一个修饰词（adj,or 介词短语）只要和一个名词或名词短语相邻＋一个远端逻辑上应该被修饰的名词或者名词短语都被视为有歧义？
