答案是E，我觉得C也很对啊。 as great as or greater than 为什么C不对呢？
还有that指代了penalty, 前文提到的东西不是要用it指代吗？

是说of后面只能接名词不能接动词吗
可是by也是介词，就可以接ing啊能不能说的具体点~
