答案是B。我想问下，without it的意思跟if they did not hold it一样吗？我觉得不完全一样啊~还有就是E为什么不能选呢？

without it的意思跟if they did not hold it一样还有without it 更简便一些
还有E当中it有歧义他有可能指Algeria也有可能指Morocco但意思上只能指Morocco
相反在B当中it只能指Morocco

E不能选的原因是it离它的指代对象Morocco太远了,让人觉得it可能是指Algeria.有歧义.
