rising不是动名词，是现在分词做形容词。

原题是：Noting that the Federal Reserve had raised a key short-term interest rate again last month, analysts said that they expected orders for durable goods to decline soon because rising interest rates make buying on credit more expensive.我直接把正确选项打上去了。。谢谢啦！

其实GMAT很少强调神马的，it is ....that 似乎没出现过吧。正常思路就好，别想太多

rising在这里做形容词修饰interest rates，是上升的利率导致......
