The answer is D.

Sb. pay sth. for having test-driven cars with their odometers disconnected.
这里with their odometers disconnected 作定语
那么A的问题在哪里？A中的with their odometers disconnected是做什么成分，对于pay more than $16 million for cars (that were )这样的结构是否正确？是不是A主要问题是that 从句后面并没有强调出“没能和计程器连接上”这个重心意思。反正我不是很明确A是否表达出这个意思。

pay for sth 是为某物支付价格
pay for doing 是为赔偿所支付的意思
这里应该用pay for doing的形式符合逻辑意思所以在DE 中出
D比E好因为D是短语修饰 E是that从句修饰

那难道短语修饰优于that从句修饰？
我觉得E的句子是不是有语法错误。如果仅仅是cars被从句修饰，have cars that....肯定不对；
