我的问题是，announced后的that确定可以省略吗？还有D为什么不对？one-fourth和one forth的区别是什么？

D选项的announce的用法感觉不对，因为announce后面一般都加宾语从句，没见过加不定式的，可能是个固定搭配；时态也不对，C选项的进行时表将来时，而D选项的是纯粹的现在进行时。

一般宾语从句都不省that，也就是说that是个优选，有that更好，没that也不是必错。

那就是说宾语从句的that可以省略?
