同意楼上的解题思路，主语是proposal而不是taxing或者to tax。但是proposal有几种用法，分别是proposal to do 或者加that 从句或者of/for doing.
选A 我是因为惯用法。有这样一种惯用法，如Whatever the cost，we will go on with this plan. the cost 后面一般是不加东西的。

E选项中做不了同位语 the proposal’s merits are, taxing 这个whatever指代的是the proposal’s merits 是指proposal 的优点，而 taxing是缺点，两者不一样
