书上答案是A，是因为require 的习惯用法

但是我不理解为什么一定要是pay be the same，为什么不能不要be，直接pay the same ?

其实我还是有点不明白，require是虚拟语气，那么完整的应该是 both public and private employers that （should）pay be the same ，跟BE的原型没有关系啊，。去掉BE之后，pay做整个虚拟语气从句的动词。pay的动作还是从句主语both public and private employers ，应该也可以吧。
