Penn State (Smeal) ranks only 45th in BW?

Does anybody have more detailed information? What factor made Smeal ranking so low?

Frankly, Smeal is only a B-school that belongs to second tier, but the potential for its growth is quite clear. A new building with total investment at USD65M will definately help improve its overall figure and further raise its reputation.

If you want to concentrate on supply chain management, Smeal will not be a bad choice. I was told that the second year chinese students with supply chain concentation have all landed their jobs. It's great, isn't it?

Personally, when you choose a B-school, Ranking is not a prerequisite. You need to find a school that best fits in well with your career aspirations.   Meanwhile, you  need to consider your financial capability as well.  My two cents.
