A项是同位语结构，同位结构起修饰语作用的，修饰名词或名词短语，解释说明的是前文当中提到的interactions。

B项是独立主格结构，是与主句形成一种逻辑关系。with独立主格作状语，表示伴随原因、状态、或者是条件，所以显然不正确。

说的是：在赤道附近的太平洋海面上漂浮着大量的浮标，这些浮标收集并传送着一些数据，包括海洋和气候长期相互影响的数据，以及全球气候相互作用的数据。
